Delta Habitat Conservation and Conveyance Program (DHCCP) Investigations: The Bureau of Reclamation (Reclamation) intends to issue additional funding to cooperative agreement #R10AC20897 (Formerly 09FC200011)to California Department of Water Resources under the authority of Catalog of Financial Domestic Assistance (CFDA) 15.517, Fish and Wildlife Coordination Act of 1934, Public Law 85-624, (16 U.S.C. 661 in part) as amended and delegated to Reclamation by Department Manual (DM) 255 DM 14. The purpose of the project is to complete general planning studies, preliminary engineering, and environmental compliance documentation required by California Environmental Quality Act and National Environmental Policy Act for the DHCCP. The modification includes permitting, operations planning, program management, environmental tasks, preliminary engineering, public outreach, program operations, and litigation which was necessary to complete the Public Draft of DHCCP Environmental Impact Report/Environmental Impact Statement. (Refer to the Notice of Intent to Award Announcement No. R10AC20897--0012 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Reclamation Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals.
