Department of Defense FY 05 Instrumentation and Research Support for Historically Black Colleges and Universities (HBCU/MI): This is a total set-aside for HBCU/MIs. The Department of Defense (DoD) announces the Fiscal Year 2005 competition for the Infrastructure Support Program for HBCU/MIs. The National Defense Authorization Act of 1996 authorized programs to assist HBCU/MIs in building their capacity to participate in defense research activities. Earlier legislation authorized specific types of assistance the DoD may provide to (a) enhance programs and capabilities at these institutions in scientific and engineering discipliens critical to the national security functions of the Department and (b) increase the number of graduates, including underrepresented minorities, in the fields of science, engineering, and mathematics. Awards under this program will support equipment acquisition, research, or a combination of these. Thus, awards under the broad agency announcement (BAA) will be limited to HBCU/MIs having an accredited, degree-granting program in science, engineering, or mathematics. The BAA contains addidtional eligibility information, along with instructions for proposal preparation and submission. Approximately $8 million fiscal year 2005 funds are expected to be available for new awards under this solicitation. The BAA will only be available via the internet. The BAA will be available for downloading and viewing at http://www.aro.army.mil on or about 8 November 2004 (click on Funding Opportunities). Hard copies will not be available.
