Department of Defense(DoD) Breast Cancer Research Program(BCRP) IDEA Award: The overall goal of the FY06 BCRP is to promote research focused on eradicating breast cancer. Therefore, the BCRP challenges the scientific community to design innovative research that will foster new directions for, address neglected issues in, and bring new investigators to the field of breast cancer research. The BCRP focuses its funding on innovative projects, particularly those involving multidisciplinary and/or multi-institutional collaborations and alliances that have the potential to make a significant impact on breast cancer. Projects that address underinvestigated avenues of research or novel applications of existing technologies are strongly encouraged. The BCRP encourages risk-taking research; however, all projects must demonstrate solid scientific judgment and rationale. The BCRPs objective within this context is to fund a balanced portfolio of scientifically meritorious research related to all aspects of breast cancer. The BCRP seeks proposals from all areas of laboratory, clinical, behavioral, and epidemiologic research, including all disciplines within the basic, clinical, psychosocial, behavioral, sociocultural, and environmental sciences, nursing; occupational health, alternative therapies, public health and policy, ethics, and economics. Proposals that address the needs of minority, low-income, rural, and other underrepresented and/or medically underserved populations are strongly encouraged. The Idea Award supports highly innovative, high-risk/high-reward research that could ultimately lead to critical discoveries or major advancements that will accelerate the eradication of breast cancer. The BCRP seeks proposals from all areas of laboratory, preclinical, behavioral, and epidemiological research, including clinical trials. The Idea Award is designed to promote new ideas; therefore, proposals need not include preliminary data. Important aspects of the Idea Award are as follows: Innovation: Innovation is a significant feature of the Idea Award. Research deemed innovative may introduce a new paradigm, challenge current paradigms, look at existing problems from new perspectives, or exhibit other uniquely creative qualities. Note that innovation will account for 50% of the score awarded to the proposal during peer review. Examples of research that are not innovative, and will not be considered for funding under this mechanism include: Exploring a hypothesis in a different cell line. Using a published series of in vitro assays to further characterize a model system. Incorporating known biomarkers into in vitro or clinical models of breast cancer. Investigating the next logical step as an extension of previous work or incremental advancement of published data. Impact: Research that has high impact may significantly advance the prevention, detection, diagnosis, and/or treatment of breast cancer or significantly enhance the quality of life for breast cancer patients. It is the responsibility of the investigator to clearly and explicitly articulate the projects innovation and the impact it may have on the field of breast cancer research. Funding for an Idea Award can be requested for a maximum of $300,000 for direct costs over the performance period. The performance period can be requested for up to 3 years. Indirect costs should be added as appropriate. Proposals for projects requiring lower levels of funding may also be submitted. Applicants with proposals for population-based studies, especially those that address cancer control or social/behavioral aspects of cancer care, may, with compelling justification, request a maximum of $625,000 for direct costs over the performance period. The performance period for such population-based studies may be requested for up to 5 years. Indirect costs should be added, as appropriate. Proposals for projects requiring lower levels of funding may also be submitted. Funds can cover salary, research supplies, equipment, and travel to scientific/technical meetings. The nature of the BCRP does not allow for renewal of grants or supplementation of existing grants. The CDMRP expects to allot approximately $20 M of the $127.5M FY06 BCRP appropriation to fund approximately 45 Idea Awards, depending on the quality and number of proposals received. Estimated timelines for the FY06 BCRP IDEA Award are as follows: On-line letters of intent are due by, April 25, 2006, 5:00 p.m. Eastern time and Proposal Submission is due May 23, 2006, 5:00 p.m. Eastern time. Electronic submission is required. Proposal will be accepted only as PDF files submitted through the CDMRP eReceipt system. The CDMRP uses a two tier review process for proposals: scientific peer review, followed by programmatic review.
