FY 2019 Benjamin A. Gilman International Scholarship Program: The intent of the authorizing legislation for the Benjamin A. Gilman International Scholarship Program is to broaden the U.S. student population that participates in study abroad by focusing on those students who would not otherwise study outside the United States due to financial constraints.
