Farm and Ranch Lands Protection Program: The Natural Resources Conservation Service (NRCS) of the United States Department of Agriculture (USDA) announces the availability of funds and the timeframes to submit proposals for conservation easements. Approximately $84 million is available conservation easements for fiscal year 2004. Proposals must be received no later May 3, 2004. Section 2503 of the Farm Security and Rural Investment Act of 2002 (Pub. L. 107-171) authorizes NRCS, on behalf of the Commodity Credit Corporation (CCC) to provide funds to purchase easements in partnerships with Indian tribes, States, units of local government, and nongovernmental organizations. Proposals must be submitted to the appropriate NRCS State Conservationist, in the Sate where the parcel is located. Proposals will be reviewed and evaluated based on organization eligibility, land eligibility, and the extent to which the proposal adheres to the objectives outlined in the NRCS State FRPP plan. Proposals must provide adequate proof of a pending offer for the subject land. Adequate proof includes a copy of a written bid, contract, commitment, or option extended to a landowner. Pending offers based upon appraisals completed and signed by State-certified or licensed appraisers will receive higher priority for FRPP funding. Proposals submitted directly to the NRCS National Office will not be accepted, and will be returned to the submitting entity.
