Formulation and Estimation of the Tradeoff between Fuels and Preparedness Budgets using Translog Econometric Production Function.: The objectives of this research are to use simulated data from three or more national parks to econometrically estimate a production function where fuels and preparedness budgets are used to improve the value of the landscape. The landscape value is improved through fuel treatments aimed at hazardous fuel reductions and ecosystem improvement. It is also improved by preparedness through loss mitigation of fire affected values and by introducing fire in areas that promote ecosystem health. This research will, for the first time, quantify how the two programs (fuels and preparedness) interact to mutually improve the value of the landscape and associated natural and human resources. The second objective is to locate current programs on the econometrically derived value-added surface and to also identify how to manage increasing or declining budgets. It will show how increasing budgets can be allocated between the two programs to improve value added and how decreasing budgets can be allocated between the two programs to mitigate losses to the landscape. Another key objective is the involvement of a graduate student in ways to develop the application of economic theory, econometrics and to expose the student to valuable programming languages such as Python. The student will also gain exposure to GIS applications in implementing the spatial analysis required. By working closely with Doug Rideout, Andy Kirsch and Niki Kernohan, the student will gain first-hand experience with the development and implementation of program budgeting by applying the available science to the problem. This kind of professional development promotes the long-term infusion of knowledge and talent into the profession with potentially lasting benefits. The student has tentatively agreed to effectively intern with the investigators as they provide guidance. The selected student will bring a record of outstanding achievement as an honors student while promoting diversity in the workforce as she is a qualified minority.
