Middle East Entrepreneurial Training Program (MEET): I. Funding Opportunity Description: The Office of the Middle East Partnership Initiative (NEA/PI) announces an open competition for proposals to continue the Middle East Entrepreneur Training program for business and civil society leaders in the Middle East and North Africa. Through this RFA, NEA/PI seeks to facilitate growth among small and medium sized enterprises, stimulate job creation and promote voices championing a larger role for reform in the Middle East. This goal can be achieved by increasing international networks and providing specific skills that senior executives and managers need to grow their businesses and NGO leaders to grow civil society. The Middle East Entrepreneurial Training program (MEET) is specifically designed to provide skills training, professional networking, and alumni support systems to increase the managerial and entrepreneurial skills available to businesses and civil society in the Middle East. On an annual basis, MEET will consist of one (1) region-based executive seminar, one (1) region-based sector-specific managerial training seminar, one (1) region-based civil society organization training event and one (1) region-based alumni event. Innovative components proposed such as a mentoring program, may be considered as optional elements at the discretion of the Department of State. MEET will be part of the Presidents Middle East Partnership Initiative (MEPI) and successful applicants will be awarded a Cooperative Agreement initially be funded for one year, with an option to extend for an additional two years based on the achievement of performance metrics and the availability of funds. This request for applications (RFA) seeks an organization to design, plan, and execute the MEET seminars, alumni outreach activities, and other elements related to the Cooperative Agreement. Applicant organizations must demonstrate the ability to effectively administer participant recruitment, preparation and the support component of the MEET Program. Participant preparation and support responsibilities in administrative categories are listed below. NEA/PI must be consulted in the implementation of all of these responsibilities, especially in the resolution of any and all problems that may arise. The administrative portion of the award should be kept to a minimum, and NEA/PI encourages applicants to provide maximum levels of cost-sharing and funding from private sources in support of this project.NEA/PI encourages proposals that offer full participation by women. NEA/PI asks all applicants to include in their proposals an explanation of how women in particular will benefit and, if they will not, an explanation why.In keeping with President Bushs Volunteers for Prosperity initiative, NEA/PI encourages proposals that use highly skilled American volunteers. Proposals should explain clearly how the volunteers will be used and, if not, an explanation why.Background Information about MEPI: MEPI is a Presidential initiative to promote political, economic and educational reform, and to empower women in the Middle East and North Africa through results-oriented programs, both regional and specific to individual countries. Reform is important to the U.S. goal of ensuring that the people of the region experience the benefits that come with more open economies, greater educational opportunities, and political freedom. III. Eligibility Information: Eligible applicants include any U.S.- or foreign-registered non-governmental organization, U.S. foreign private institutions or commercial entities, and U.S. state or local governments. NEA/PI encourages applications from partnerships or consortia including local organizations. For the purposes of this RFA, "partnership" is defined as a negotiated arrangement among organizations that provides for a substantive, collaborative role for each of the partners in the planning and implementation of a project. Applicants intending to represent a coalition of providers should be prepared to provide, if requested, a signed partnership agreement stating: . An intent to commit or receive resources or services from the prospective partner(s) contingent upon receipt of funds; . How the partnership arrangement advances the objectives of the project; . Supporting documentation identifying the resources, experience, and expertise of the partner(s); . Evidence that the partner(s) has been involved in the planning of the project; . Clarification of the role of the partner(s) in the implementation of the project, evaluation, and sustainability.
