Migratory Bird Monitoring, Assessment and Conservation: THIS IS A NOTICE TO AWARD, AND THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THE NOTICE. The U.S. Fish and Wildlife Service (FWS) intends to award a single source cooperative agreement to the Avian Research and Conservation Institute (ARCI) in the amount of $30,000 under authority of CFDA 15.655 and the Fish and Wildlife Conservation Act of 1980, as amended. ARCI is a non-profit organization dedicated to the study and conservation of birds. The Service proposes to provide financial assistance and oversight to the recipient in order to assist the FWS mission to assess the status of march birds (such as the limpkin) and prey (such as the apple snail, as well as identify hydrologic and management recommendations to further conservation of these species and Florida's freshwater spring run systems. As the limpkin is a FWS Bird of Conservation concern in Florida and greatly diminished in northern Florida, there is need for additional information related to its status. The unique concepts and methods for this project were brought to the attention of the FWS by the applicant, and the applicant with partnering researchers possess unique familiarity and technical expertise related to these species and habitats. ARCI has a combination of staff expertise, cost efficacy, cost-sharing ability, and physical location as pertains to specific elements of the project. Period of Performance is from September 1, 2012 to August 31, 2017. Estimated award date on or about August 31, 2012. A determination by the Government not to compete this proposed assistance based upon Department Manual 505DM, paragraph 2.14(B)(1) and (4) is solely within the discretion of the Service.
