OVC FY 17 Serving Crime Victims with Disabilities: A Seamless Approach from First Response to Healing: The goal of this solicitation is to update and expand OVC's resources to support crime victims with disabilities, particularly the following two resources: Victims with Disabilities: Collaborative, Multidisciplinary First Response DVD and Trainers Guide (published in 2009 and revised in 2011) and Victims with Disabilities: The Forensic Interview DVD and Trainer's Guide (published 2007 and revised in 2011). Since these documents were first published, expansive work has been done on disabilities and the technology landscape of victimization has rapidly changed. In addition, there is a need for guidance on making services accessible and appropriate to crime victims with disabilities throughout the process from first response and forensic interviewing to healing.

- Eligible applicants are limited to public agencies, colleges and universities (including tribal institutions of higher education), and nonprofit and for-profit organizations (including tribal nonprofit and for-profit organizations). For-profit organizations (as well as other recipients) must forgo any profit or management fees. Applicants must demonstrate the knowledge and experience necessary to identify and work collaboratively with key stakeholders at the national, tribal, regional, state, and local levels to develop materials that are national in scope, easily accessible, and customizable for local jurisdictions and programs. The applicant must also demonstrate an ability to develop innovative publicationsboth online and in printand effectively disseminate information to the field through a variety of methods.OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any other(s) must be proposed as subrecipients ("subgrantees").1 The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project. Under this solicitation, only one application by any particular applicant entity will be considered. An entity may, however, be proposed as a subrecipient (subgrantee) in more than one application.OVC may elect to fund applications submitted under this FY 2017 solicitation in future FYs, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
