OVC FY 17 Vision 21: Linking Systems of Care for Children and Youth State Demonstration Project: This solicitation seeks to address the enduring issue of child and youth victimization through state-level demonstration projects. Although many systems exist to respond to issues caused by child and youth victimization, these systems often fail to communicate and collaborate effectively to get to the root of the problem. The competitively awarded state-level demonstration sites will bring all of the relevant systems and professionals together to establish a coordinated approach. This approach will ensure that every child entering these systems is assessed for victimization, that children and their families are provided comprehensive and coordinated services to fully address their needs, and that practices and policies are established to sustain this approach long term. The project will be conducted in two phases—Phase 1: Planning (15 months) and Phase 2: Implementation (5 years).

Additional Information on Eligibility
Eligible applicants are limited to public agencies (i.e. state agencies, federally recognized Indian tribal governments (as determined by the Secretary of the Interior)), and units of local government. Units of government may partner as co-applicants, when necessary, to achieve the goals of this solicitation; however, a lead agency must be identified.Lead applicants must partner with a collaborative body/network of stakeholders that includes representatives of state government, victim services, law enforcement, health services (physical, mental, and behavioral), juvenile justice, courts, judges, educators, and other state, tribal, and local entities. Partners should collectively have expertise in victim services (including victim compensation), child and youth victimization, child welfare, juvenile justice, law enforcement, mental health, law (as it pertains to this population), information technology, and other key components identified by the applicant.OVC may elect to fund applications submitted under this FY 2017 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
