OVC FY 2018 Enhancing Access to Services Program: Many victims of crime, particularly those from limited English proficient, Deaf, and hard-of-hearing communities, may experience barriers that prevent them from accessing critical services. This program will enhance language access and direct services in affected communities and enhance the work of community-based organizations and programs working to help victims report crimes and access services they need to heal in the aftermath of crime victimization. Purpose Area (PA) 1: OVC will make up to 10 awards of up to $200,000 each to organizations for the provision of direct services to victims of crime in affected communities. PA 2: OVC will make one award of up to $600,000 to a technical assistance provider who will identify and address a broad range of TTA and resource development needs to support grantees funded under PA 1 of this solicitation. Additional Information on Eligibility
Purpose Area 1 – Direct Service Sites: Eligible direct service sites applicants are limited to: public agencies; federally recognized Indian tribal governments (as determined by the Secretary of the Interior); nonprofit organizations (including tribal nonprofit organizations); faith- and community-based organizations; and colleges or universities (including tribal institutions of higher education). All applicants must demonstrate a history of providing direct services to victims of crime in linguistically specific communities. Purpose Area 2 – Training & Technical Assistance: Eligible training and technical assistance (TTA) applicants are limited to: public agencies; federally recognized Indian tribal governments (as determined by the Secretary of the Interior); nonprofit organizations (including tribal nonprofit organizations); faith- and community-based organizations; and colleges and universities (including tribal institutions of higher education). Applicants must demonstrate (1) experience providing training and technical assistance on crime victim service and language access issues for community-based organizations, and (2) experience developing online publications and technical assistance resources for broad dissemination to the victim services field. All recipients and subrecipients must forgo any profit or management fee. Under both purpose areas, OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project. Eligible applicants may apply for funding as a direct service site or as a technical assistance provider, but not both. Under this solicitation, only one application by any particular applicant entity will be considered. An entity may, however, be proposed as a subrecipient (subgrantee) in more than one application. OVC may elect to fund applications submitted under this FY 2018 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
