OVC FY 2019 Enhancing Language and Other Access to Services: This program seeks to enhance language access services for crime victims to break down barriers that prevent many individuals from reporting crimes and accessing the services they need after crime victimization. Funding will support the provision of direct services, the development of language access plans, and will expand the capacity of community-based organizations within linguistically specific communities to address the needs of victims of all types of crime. Additional Information on Eligibility
Eligible applicants are limited to public agencies; federally recognized Indian tribal governments (as determined by the Secretary of the Interior); nonprofit organizations (including tribal nonprofit organizations); faith-and community-based organizations; and colleges or universities (including tribal institutions of higher education). Organizations funded under this solicitation in FY 2018 are not eligible to apply. All recipients and subrecipients must forgo any profit or management fee. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).1 The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project. Under this solicitation, only one application by any particular applicant entity will be considered. An entity may, however, be proposed as a subrecipient (subgrantee) in more than one application. OVC may elect to make awards for applications submitted under this Fiscal Year 2019 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
