Office for Interoperability and Compatibility: Outreach, Education, and Technical Assistance for Public Safety Interoperability Efforts-Technical Services: The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Science and Technology Directorate (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. DHS established the Office for Interoperability and Compatibility (OIC). OIC programs and initiatives address critical interoperability and compatibility issues to improve local, tribal, state, and Federal emergency response and preparedness. Priority areas include communications, equipment, and training. OIC, along with its Federal partners, identified two technical areas requiring further research and development. The objective of this effort is to help establish a strong technical foundation to guide the public safety community as it moves forward in defining requirements and architecture framework, conducting gap analyses, and ultimately developing interface standards for public safety communications. OIC is seeking applications from universities and non-profit organizations with expertise in any or all of the following two technical areas to help refine the Public Safety Statement of Requirements (PS SoR): .
