Purpose of Program: MSAP, authorized under title IV, part D of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESEA), provides grants to local educational agencies (LEAs) and consortia of LEAs to support magnet schools under an approved, required, or voluntary desegregation plan. Under the ESEA, MSAP prioritizes the creation and replication of evidence-based (as defined in this notice) magnet programs and magnet schools that seek to reduce, eliminate, or prevent minority group isolation by taking into account socioeconomic diversity. Grantees may use grant funds for activities intended to improve students' academic achievement, including acquiring books, materials, technology, and equipment to support a rigorous, theme-based academic program; conducting planning and promotional activities; providing professional development opportunities for teachers to implement the academic program; and paying the salaries of effective teachers and other instructional personnel. MSAP also enables LEAs to support student transportation, provided the transportation costs are sustainable and the costs do not constitute a significant portion of grant funds.
