DOE Eligibility Criteria: Applicants from U.S.Colleges and universities,non-profit organizations, for-profit commercial organizations, state andlocalgovernments, and unaffiliated individuals. Researchers from FederallyFundedResearch and Development Centers (FFRDCs) or DOE National Laboratoriesshouldrespond to Program Announcement LAB 06-03. Researchers from other Federalagencies are encouraged to submit a preapplication referencing this ProgramNotice DE-FG02-06ER06-03; if a formal proposal is encouraged, additionalsubmission information will be provided.USDA Eligibility Criteria: The source of USDA funds to support the fiscalyear(FY) 2006 Plant Feedstock Genomics for Bioenergy Program is the NationalResearch Initiative (NRI) Competitive Grants Program. Except whereotherwiseprohibited by law, State agricultural experiment stations, all colleges anduniversities, other research institutions and organizations, Federalagencies,national laboratories, private organizations or corporations, andindividualsare eligible to apply for and to receive a competitive grant. Faculty atsmalland mid-sized academic institutions with limited institutional success andfaculty at institutions in USDA Experimental Program for StimulatingCompetitive Research (EPSCoR) entities are encouraged to apply (fordefinitionsof small and mid-sized institutions and for EPSCoR eligibility see Part II,C.,2.(c) of the FY 2006 NRI Request for Applications athttp://www.csrees.usda.gov/funding/rfas/nri_rfa.html). Applications fromscientists at non-U.S. organizations will not be accepted. Awardrecipientsmay subcontract to organizations not eligible to apply, provided suchorganizations are necessary for the conduct of the project.
