Prairie Species Conservation, Habitat Management, and Captive Rearing: This funding opportunity is for conducting efforts to assess, stabilize, and increase population trends for Poweshiek skippering, Mitchell's Satyr Butterfly, or Dwarf Lake Iris, listed under the Endangered Species Act of 1973, as amended, and occur within the Great Lakes Watershed of the United States. This is a notice of intent to award a single source cooperative agreements to the Minnesota Zoo and Michigan Natural Features Inventory without competition under justification 505DM 2.14.B.4. Competition for these awards is not practical as these recipients are uniquely qualified to perform the activities of the project based on a variety of factors. The selected recipients have been chosen for meeting the following merit requirements: possession of qualifications sufficient to conduct the proposed activities or ability to obtain them; experience conducting this type of work; adequate resources to carry out the proposed activities or ability to procure them; understanding of project goals to implement the work in a manner that achieves service goals; and a track record of adequately completing projects and providing reports in a timely manner. The Service may/will be responsible for the following: - Participates and collaborates jointly with the recipient partner, volunteer, scientist, technician or other personnel, in carrying out the scope of work, including training recipient personnel or detailing Federal personnel to work on the project effort; - Reviews and approves one stage of work before the next stage can begin; - Reviews and approves, prior to recipient action, proposed modifications or subawards; - Helps select project staff or trainees; - Directs or redirects the work because of interrelationships with other projects; - Has power to immediately halt an activity if detailed performance specifications are not met and to alter an activity if there is a change in strategy; and - Limits recipient discretion with respect to scope of work, organizational structure, staffing, mode of operations and other management processes, coupled with close monitoring or operational involvement during performance under the award.
