Public Sector Support for the US DOE/NNSA EnergyInitiatives for Proliferation Prevention Program: The principal purpose of the Cooperative Agreementrelationship between theGovernment and USIC is to carry out a public purpose of support pursuant totheFederal Grant and Cooperative Agreement Act of 1977, as amended (31 USC6301,et.seq.). It is the intention of The U.S. Department of Energy to issue asolesource Financial Assistance Cooperative Agreement instrument to the UnitedStates Industry Coalition, Inc. (USIC). USIC, in cooperation with theDepartment of Energy?s (DOE) Initiatives for Proliferation Prevention (IPP)andNuclear Cities Initiative (NCI) programs, which together are organizedunderthe Russia Transitions Initiative (RTI) will agree to a Five (5) 12-monthBudget and Project Period totaling sixty (60) months. Currently USIC, 1525Wilson Blvd. Suite 150 Arlington, VA 22209 is providing the service to theDepartment of Energy. USIC will provide the following services under thenewinstrument: create commercialization and entrepreneurial opportunities intheNewly Independent States (NIS) and the United States (U.S.) for productsandprocesses based on technology developed by NIS scientists who are or wereengaged in weapons of mass destruction, promote peaceful technology andknowledge transfer between all participants, provide an infrastructure forthecontinued matching of NIS technologies and U.S. commercial developmentpartners; and Support and contribute to the goals and nonproliferationmissionof DOE.The intent of these efforts is to create innovative opportunities forassistingUSIC members in commercializing NIS technologies. This effort will becarriedout in cooperation with DOE National Laboratories and will seek to engagetheformer Soviet weapon scientist community in Russia and the NIS.?THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NORDOESIT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED INTHEPREPARATION AND SUBMISSION OF DATA OF ANY OTHER COSTS INCURRED IN REPONSETOTHIS ANNOUNCEMENT.?
