Reference Legal Framework for Implementing UNSCR 1540: CARICOM: The Department of State's Office of Export Control Cooperation is pleased to announce a new funding opportunity through this Request for Application (RFA). ISN/ECC invites not-for-profit organizations, educational institutions, and PIOs to submit grant proposals for working with Caribbean Community (CARICOM) officials and CARICOM members to conduct a gap analysis of existing CARICOM members' strategic trade control laws in the context of United Nations Security Council Resolution (UNSCR) 1540 implementation. Following the analysis, the Recipient will work with other organizations, including the UN Office of Drugs & Crime (UNODC), EU/BAFA (Germany's Export Control Authority), the International Atomic Energy Agency (IAEA), the Organization for the Prohibition of Chemical Weapons (OPCW), and the Biological Weapons Convention Implementation Support Unit (BWC ISU) to assist CARICOM officials and members with developing a Reference Legal Framework to assist with establishing a region-wide strategic trade control system meeting internationally-accepted standards, and assist members in meeting their obligations under UNSCR 1540. ISN/ECC has approximately $400,000 available to fund this project.
