The purpose of this RFI is to obtain feedback on an effort that will establish a cadre of trusted partners made up of external academic entities, both Institutes of Higher Education and their associated entities, capable of rapidly spinning up activity on basic scientific research across the breadth of disciplinary perspectives at ARL.
