Standing Announcement for Residential (Shelter and/or Transitional Foster Care) Services for Unaccompanied Children-UNLICENSED: The Office of Refugee Resettlement/Division of Unaccompanied Children's Operations (ORR/DUCO), within the Administration for Children and Families, provides temporary shelter care and other child welfare-related services to Unaccompanied Children (UC) in ORR custody. Residential care services begin once ORR accepts a UC for placement and end when the minor is released from ORR custody, turns 18 years of age, or the minor's immigration case results in a final disposition of removal from the United States. Residential care and other child welfare-related services are provided by state child placement licensed residential care programs in the least restrictive setting appropriate for the UC's age and special needs. ORR is announcing the availability of funds under this Standing Notice of Funding Opportunity (SNOFO) to seek shelter care providers, including group homes and transitional foster care. At the time of application, care providers do not have to be licensed (state child placement license and facility license) by an appropriate licensing agency to provide residential, group, or foster care services for children. However, care providers must be fully licensed (state child placement license and facility license) prior to accepting children for placement within the timeframes specified in the SNOFO. All entities funded under this SNOFO are subject to the provisions of the Service Contract Act (SCA) and implementing regulations found in title 29 of the CFR Part 4 including SCA labor standard clauses and must abide by applicable wage determinations. - Eligibility is unrestricted. At time of application, residential care providers do not have to be licensed (state child placement license and facility license) by an appropriate licensing agency to provide residential, group, or foster care services for children. An agency which is not licensed by a state child placement licensing agency to operate and provide congregate and/or foster care services must obtain the proper state child placement licensing for all proposed states and facilities within 4 months of award. Per the Flores Settlement Agreement, Case No. CV 85-4544-RJK (C.D. Cal. 1996), care providers are required to be licensed by the appropriate state child placement licensing agency in which the facility(ies) are located and designed to serve UC of all ages and cultural backgrounds. Upon the issuance of the state child placement license or an equivalent, by a state child placement licensing agency, the recipient must attain a facility license to provide residential, group, or foster care services for children within 6 months of receiving a state child placement licensure (i.e., at most within 10 months of the initial award). Failure to obtain the facility license may result in the discontinuation of funding consistent with the provisions at 45 CFR §§ 75.371-75.375 (Remedies for noncompliance). Any current recipient funded under the UC program who wishes to apply for this SNOFO to provide Shelter and/or TFC services must propose services in a new and different facility. Current UC recipients with UC awards in the final year of their project period need to review the dates for their existing cohorts and apply to the correct application due date. ORR encourages licensed applicants to apply to the Standing Notice of Funding Opportunity Number HHS-2022-ACF-ORR-ZU-1029. Please note that ACF does not fund concurrent projects (i.e., funding a recipient to provide the same type of service in the same facility), so if an applicant is successful under this SNOFO, any subsequent applications in response to other SNOFOs from the same applicant for the same service delivery area (e.g., facilities) will not be funded. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
