Specific objectives and indicators should be included in the proposals that allow the organization to measure and demonstrate progress. Funding awarded under this NOFO cannot be used for law enforcement, to train members of law enforcement, or to provide social services. Ideal projects will focus on one or more of the following objectives: Objective 1: Strong democratic institutions that foster protection of human rights and civil liberties.
