Strengthening Human Resources for Health Capacity in the Republic of Rwanda under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose of this funding opportunity announcement (FOA) in Rwanda is to fill critical shortages of trained health care staff numbering in the thousands and enhance the skills of those charged with training the current and future cohorts of health professionals through increased enrollment in undergraduate and graduate programs, pre-service trainings and mentoring relationships. These efforts will create a sustainable supply of new health workers as well as future generations of health educators enabling the domestic system to become self-sufficient.

Activities conducted under the FOA will work to increase capacity in Rwanda of highly trained and health professionals. Sustainability will be ensured through enhanced training opportunities and availability of necessary equipment to continue training in future years.

Additional Information on Eligibility
The Rwanda Ministry of Health (MOH) is responsible for managing health facilities and human resources offering comprehensive HIV and integrated health services. Establishing cooperative agreements with MOH provides a relationship where CDC can provide the necessary technical assistance and mentorship needed to ensure that the MOH delivers the services according to USG expectations.

PEPFAR is supporting the national HIV response which is implemented by MOH at health facilities throughout the country. MOH has been the lead for health policy and systems strengthening in the Republic of Rwanda since it was established. MOH is responsible for the management, administration, staffing of health facilities implementing PEPFAR HIV services, and all ongoing or in-service training needs. It is the primary official government source in the Republic of Rwanda for providing these public health services. There is no other agency within Rwanda with the mandate from the Government of Rwanda to provide these services.
