Strengthening National Epidemiologic and Research Capacity to Track the HIV/TB Epidemic and Improve Health Outcomes in the Kingdom of Eswatini under the President's Emergency Plan for AIDS Relief (PEPFAR): The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $5,000,000 for Year 1, subject to the availability of funds. The NOFO will strengthen national epidemiologic and research capacity to track the HIV/TB epidemic and improve health outcomes in the Kingdom of Eswatini. The NOFO will support the implementation of 3 strategies through the Ministry of Health (MOH), Central Statistics Office (CSO), and Ministry of Home Affairs (MOHA). The first strategy focuses on strengthening HIV/TB surveillance systems, including HIV case based surveillance, through capacity strengthening activities of the Epidemiology and Disease Control Unit (EDCU). The second focuses on strengthening health research and population based HIV impact assessments (PHIA) through building capacity of the Health Research Unit (HRU). Support will also be provided to strengthen health research protocol review and monitoring through the National Health Research Review Board (NHRRB). The NOFO will not fund research activities. The third strategy focuses on strengthening reporting and use of vital statistics through interoperable data systems. Strategies are expected to: increase capacity to implement HIV/TB surveillance systems; increase rapid HIV recent testing and identification of recently infected people living with HIV (PLHIV) for targeted HIV testing and prevention efforts geographically and among subpopulations; increase capacity to implement population based HIV surveys; improve access to and use of HIV/TB data to inform program interventions; and improve capacity to collect and manage civil registration data.
