Trafficking Victim Assistance Program-ACF regions 5, 6, 7, and 8: The Office on Trafficking in Persons (OTIP) within the Administration for Children and Families (ACF) announces that competing applications will be accepted for the Trafficking Victim Assistance Program (TVAP) in ACF regions 5, 6, 7, and 8. The central purpose of TVAP is to efficiently provide trauma-informed, person-centered, comprehensive case management services on a per capita basis to foreign national victims and potential victims of a severe form of trafficking in persons seeking the Department of Health and Human Services (HHS) certification so they can re-establish their ability to live independently. The awarded organization must provide comprehensive case management services to qualified persons either directly or through a network of providers, that provide direct services and/or community referrals. Trauma-informed, person-centered, case management must include, but is not limited to: emergency assistance, housing, safety planning, basic needs, mental health services, employability services, legal services, medical care, access to benefits and services to the same extent as a refugee, and interpretation services. The following funding restrictions apply to this award: A yearly ceiling on the total per capita amount per participant. The yearly per capita amount includes both administrative costs for case management services and participant expenses. The per capita amount must not exceed $6,000 per individual participant, or $7,500 in cases when a participant has an eligible family member(s) who lives in their household. For subrecipients that no more than 40 percent of the per capita amount authorized for individual participants and participants with an eligible family member(s) may be used for administrative costs for case management services. For subrecipients that at least 60 percent of the per capita amount must be used for direct participant actual expenses. Persons qualified for direct assistance under this grant include: 1. a foreign national victim of severe form of trafficking in persons who is seeking or has received HHS certification; and 2. a foreign national minor victim who is seeking or has received a letter of eligibility from OTIP. 3. a family member (s) who lives in the household of the victim may derive assistance as part of the victim's household; however family members may not independently enroll in the program: - a family member is eligible for assistance if they are in receipt of a derivative T Visa issued by the Department of Homeland Security (DHS); and - a minor dependent child of a victim of a severe form of trafficking in persons or potential victim of trafficking. PLEASE NOTE: This Funding Opportunity Announcement (FOA) is one of the three FOAs that OTIP is issuing to provide coverage for each of the three distinct regional areas. This solicitation is for TVAP coverage of the central states in ACF regions 5, 6, 7 and 8. This includes the following states: Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin, Texas, Arkansas, Louisiana, New Mexico, Oklahoma, Iowa, Kansas, Missouri, Nebraska, Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The other two FOAs are: HHS-2018-ACF-IOAS-OTIP-ZV-1369, Trafficking Victim Assistance Program-ACF regions 1, 2, 3, and 4; and HHS-2018-ACF-IOAS-OTIP-ZV-1371, Trafficking Victim Assistance Program-ACF regions 9 and 10.

Additional Information on Eligibility
As referenced in 45 CFR §75.216(b), HHS funds are prohibited from being paid as profit to any recipient even if the recipient is a commercial organization. Profit is defined as any amount in excess of allowable direct and indirect costs. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
