UTC Program Solicitation for Two National UTCs: The Fixing America's Surface Transportation Act (FAST Act, P.L. 114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs).
