Water Quality Cooperative Agreements/Grants FY 2005 Request for Initial Proposals (RIP): The purpose of this grant program is to provide funding for unique and innovative projects in AK, ID, OR, and WA that address the requirements of the National Pollutant Discharge Elimination Systems (NPDES) Program.
