Behavioral and Biological Surveillance of HIV among Key Populations to Improve HIV-related Services and Utilization in Zambia under the President's Emergency Plan for AIDS Relief (PEPFAR): The burden of HIV in Zambia is based on data collected from the general population, with prevalence measured at 13.3% among individuals aged 15 – 49 years. Because little is known about the risk of HIV infection among key populations, this FOA aims to provide a mechanism that will tailor a. surveillance system complimentary to population-based surveys for vulnerable groups. Special attention to sensitive sampling of key populations and measurement of risk behaviors illegal under Zambian law is needed in order to provide a better profile and understanding of HIV transmission in Zambia. Such data will also provide an evidence base for programs and policies targeting these populations and fill a void in the knowledge base of HIV epidemiology in Zambia. This information will be used by HIV programmers to target these populations more effectively with prevention, care and treatment, and, given that their sexual networks extend to the general population, mitigate HIV among all Zambians.
