Conservation Collaboration Cooperative Agreements Fiscal Year (FY) 2023 Announcement for Program Funding - SOUTH CAROLINA: Notice of Funding Opportunity Summary The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration, and developing state- and community-level conservation leadership. Proposals will be accepted for projects located in South Carolina. Proposals are requested for competitive consideration for cooperative agreement awards for projects between 1 and 3 years in duration. See Section C.1 of this announcement for eligible applicant type. Entities may submit more than one application if the proposals are for different projects with different project deliverables and are not to complete work under a present project agreement. Entities may receive more than one award. This notice identifies the objectives, eligibility criteria, and application instructions for projects. Proposals will be screened for completeness and compliance with the provisions of this notice. Incomplete and/or noncompliant proposals will be eliminated from competition, and notification of elimination will be sent to the applicant. For new users of Grants.gov, see Section D. for information about steps required before submitting an application via Grants.gov. While a Grants.gov account is not required to download a NFO and related documents, it is required to submit an application. Key Dates Applicants must submit their applications via Grants.gov by 11:59 pm Eastern Time on June 1, 2023. For technical issues with Grants.gov, contact Grants.gov Applicant Support at 1-800-518-4726 or [email protected]. Awarding agency staff cannot support applicants regarding Grants.gov accounts. For inquiries specific to the content of the NFO requirements, contact the federal awarding agency contact (section G of this NFO). Questions related to eligibility, or the merits of a specific proposal will not be addressed. The agency anticipates making selections by June 23, 2023 and expects to execute awards by September 30, 2023. These dates are estimates and are subject to change. Projects may be between one and three years in duration. Applicants should plan their projects based on an estimated project start date of September 30, 2023.

- This NFO requires applicants to share 25 percent of total project costs (includes Federal and non-Federal). Applications that do not include the required level of cost-sharing will be ineligible for award. Additional details about cost sharing or matching funds/contributions can be found at 2 CFR 200.306. Refer to Section D of this NFO for information about any required submittals related to match or cost-share requirements. Any award made pursuant to this NFO will be made to a single entity. Applicants that apply as “partnerships” or other similar groupings must clearly describe the relationship between the applicant and the “partner” parties. In all but exceptional cases, it must be reflected in the award as an awardee/sub awardee relationship.
