Statistical and Survey Methods for National Resources Inventory: The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) announces the availability of funds and solicits proposals for a cooperative agreement to provide Statistical Unit services for the National Resources Inventory (NRI). This solication for proposals is intended to promote greater innovation and development related to NRI. To respond to this solicitation, applicants must be eligible and submit proposals that respond to the priorities and related criteria in this solicitation. Proposals in the appropriate form and the required number of copies must be submitted to the following address no later than 4:00 p.m. on April 2, 2004 to Management Services Division, NRCS, Post Office Box 2890, Room 5220 South Building, 1400 Independence Avenue, SW, Washington, D.C. 20250 The NRI is a longitudinal (statistical) survey of land use and natural conditions and trends on U.S. nonfederal lands. The NRI is conducted by the NRCS under the authority of a number of legislative acts including the Rural Development Act of 1972, the Federal Agriculture Improvement and Reform Act of 1996, and the Farm Security and Rural Investment Act of 2002. The cooperative agreement will be awarded competitively, on the basis of: 1. Organizational Capabilities; 2. Autonomony and Objectivity; 3. Project Personnel; 4. Reputation; 5. Financial Considerations; and 6. Flexibility. As an added resource, applicants may review project details contained in "National Resources Inventory: Specifications for Statistical Unit to Provide Statistical and Survey Methods Support", available through electronic linkage provided at the end of this notice, under "Link to Full Announcement." The total amount of award for this 5-year agreement shall not exceed $11.5 million. Applicants should note that NRCS's money is appropriated annually; therefore, this cooperative agreement will be funded yearly and only after money has been approved and obligated by Congress. Applicants should also be aware that they need to include in their proposals a budget: - that includes $500,000 for transition; - for each budget year starting from start of award for a period of 5 years.
