Countering Weapons of Mass Destruction: Transformative Solutions Incubator (TSI): The Transformative Solutions Incubator (TSI) seeks to move promising technologies from academic research to the marketplace to support the needs of DHS operationalcomponents in the CWMD mission space. The TSI does this by 1) identifying suitable DHS operational requirements that can be addressed by academic research, 2) developing research topic areas according to those requirements and/or CWMD Office priorities and National Security Strategy, and 3) executing Cooperative Agreements with awardees to develop the technology to a point that it can be transitioned to the marketplace. The TSI facilitates this transition by requiring applicants to have industrial or national laboratory partners.
