Southeast Transportation Corridor Pilot (SETCP): The U.S. Department of Homeland Securitys Domestic Nuclear Detection Office (DNDO) is a jointly staffed, national office established to improve the Nations capability to detect and report unauthorized attempts to import, possess, store, develop, or transport nuclear or radiological material for use against the Nation, and to further enhance this capability over time. Among DNDOs key objectives are: . Develop the global nuclear detection and reporting architecture . Develop, acquire, and support the domestic nuclear detection and reporting system . Establish situational awareness through information sharing and analysis . Establish operational protocols to ensure that detection leads to effective response DNDOs Fiscal Year 2007 appropriation included $4,832,000 in funding for the deployment of radiation detection systems at interstate weigh stations. Consistent with its mission and appropriation, the DNDO is implementing the second phase of the Southeast Transportation Corridor Pilot (SETCP), a pilot program involving Federal, State, and local participants in the Southeast Region of the United States, which is designed to detect and interdict illicit nuclear and radiological materials on the nations interstate highways. The objectives of the SETCP are to: Deploy radiation detection systems at interstate weigh stations; Implement a limited operational detection & reporting capability; Develop a regional threat detection & interdiction architecture, beginning at interstate weigh stations; Develop and demonstrate a regional Concept of Operations (CONOPS), including alarm resolution protocols; Enhance regional communication infrastructure and collaboration for information exchange Implement technical reachback to support detector deployments; Evaluate detection, data sharing, training, and connectivity components, individually and as part of an integrated system. The Southeast Corridor carries some of the largest concentrations of truck traffic throughout the United States. The interstate corridor connecting the sites in the Southeast is an excellent representative of the nations Interstate system. Of the 37 different categories of commodities (identified by Standard Transportation Commodity Code), the Southeast Corridor routinely carries 30 of those, or more than 80% of the recognized commodity categories. The initial phase of the pilot program provided support to five of the nine States in the Southeast Region. Funding under the initial phase was awarded to Georgia, Kentucky, South Carolina, Tennessee, and Virginia. This second phase will provide support to four states and the District of Columbia located within the Southeast Region. Funds will be available to Alabama, the District of Columbia, Florida, Mississippi, and North Carolina for equipment, installation, training, maintenance, exercises and travel. Support will be both monetary and non-monetary.
