DHS Scientific Leadership Awards for Minority Serving Institutions: The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate is soliciting applications from qualified Minority Serving Institutions (MSIs) to establish homeland security scientific leadership programs in areas critical to homeland security. A capable Homeland Security Science, Technology, Engineering and Mathematics (HS-STEM) workforce spanning the Nations population diversity is critical to S&Ts mission to operate and provide leadership for homeland security extramural research, development, demonstration, testing, and evaluation programs. Research and education areas eligible for support include: 1. Explosives Detection, Mitigation and Response; 2. Social, Behavioral, and Economic Sciences; 3. Human Factors; 4. Chemical and Biological Threats; 5. Border Security and Immigration Studies; 6. Maritime, Coastal and Port Security; 7. Infrastructure Protection and Geophysical Applications to Natural Disasters; 8.Emergency Preparedness and Response; 9. Communications, Operations and Interoperability; 10. Advanced Data Analysis and Visualization; and 11. Homeland Security Introductory and Survey Courses. This program will provide two tracks for awards. . Track 1 awards are limited to MSIs providing only Associates and/or Bachelors degrees in Homeland Security (HS) STEM fields. These awards will provide MSIs with funds for up to 3 years to support early career faculty to establish or expand research programs in HS-STEM fields, develop curricula in HS-STEM fields, establish or expand other educational opportunities in HS-STEM fields, and implement training activities in HS STEM-related scientific or technical areas, and to provide scholarships to undergraduate students studying in HS-STEM related areas to develop the necessary skills to become professionals in homeland security related fields. Track 1 awards are limited to $200,000 with up to 40%, or a maximum of $80,000, to be devoted to HS-STEM programs established by one or more early career faculty members for up to 3 years. The remaining balance will fund undergraduate scholarships and training initiatives. . Track 2 awards are open to all accredited MSI colleges and universities that award Masters and Doctoral degrees in HS-STEM fields. Track 2 awards will provide MSIs funding to support early career faculty research, development of curricula in homeland security-related STEM areas, and scholarships to students in these areas of study. Track 2 awards are limited to $300,000 for three years with up to 40%, or a maximum of $120,000, to support HS-STEM research programs established by one or more early career faculty member. The remaining balance will fund undergraduate and graduate scholarships and training initiatives related to HS-STEM fields. Institutions applying for Track 2 awards may also apply for additional funds of up to $100,000 for equipment and laboratory supplies related to HS-STEM fields, if applying for Track 2 awards. . All funds requested for equipment and/or laboratory supplies will be subject to intense scrutiny and must be accompanied by a compelling justification stating that the expense is explicitly required for the proposed project(s) and related curriculum and cannot be used for other research and training. DHS encourages proposals from accredited MSIs that grant degrees at the Associates level through Doctorate level. . An MSI may only apply to one track. Applicants must identify the track for which they are applying in the title of their project. A MSI may apply for more than one award if it is in a separate HS-STEM discipline.

Most accredited U.S. postsecondary institutions that meet the statutory criteria for identification as Minority Serving Institutions are listed at: http://www.ed.gov/about/offices/list/ocr/edlite-minorityinst.html. This list of MSIs was compiled based on the definition of "minority institution" found in Section 365(3) of the Higher Education Act (HEA) (20 U.S.C. 1067k(3)). In accordance with 20 U.S.C. 1067k(3), the term "minority institution" means an institution of higher education whose enrollment of a single minority or a combination of minorities exceeds 50 percent of the total enrollment. Specifically, applicants institutions must meet at least one of the following criteria: . Must be an accredited two- or four-year Historically Black College or University under Title III Part B of the Higher Education Act of 1965, as amended (20 U.S.C. 1060 et seq.); or . Must be an accredited two- or four-year Hispanic Serving Institution under Subchapter V Part A of the Higher Education Act of 1965, as amended (20 U.S.C. 1101a et seq.); or High Hispanic Enrollment institution as defined by the Department of Education: http://www.ed.gov/about/offices/list/ocr/edlite-minorityinst-list-hisp-tab.html; or . Tribal colleges and universities must be cited in the Equity in Educational Land Grant Status Act of 1994, the Tribally Controlled College or University Assistance Act of 1978, or the Navajo Community College Assistance Act of 1978; or . An Alaska Native-serving institution must be eligible as such in accordance with 20 U.S.C. 1058(b) and 20 U.S.C. 1059d(b)(2). A Native Hawaiian-serving institution must be eligible as such in accordance with 20 U.S.C. 1058(b) and 20 U.S.C. 1059d(b)(4). Proposals may be submitted by accredited academic MSI institutions in the U.S., its territories or possessions, and the Commonwealth of Puerto Rico, that award degrees in science (including social science), technology, engineering and/or mathematics (STEM) fields that grant degrees from the Associates level up to and including post-Doctorate level.
