Family Violence Prevention and Services Discretionary Grants - Special Issue Resource Centers (SIRCs): The Administration for Children and Families (ACF), Family and Youth Services Bureau (FYSB), Family Violence Prevention and Services (FVPSA) Program seeks to award four cooperative agreements under the Family Violence Prevention and Services Act to support four Special Issue Resource Centers (SIRC) that will be national in scope and will enhance domestic violence and dating violence intervention and prevention efforts in at least one of the following areas: 1) criminal and civil justice systems; 2) child protective services and child custody; 3) health care systems; or 4) mental health systems. In cooperative agreement awards, the federal government has substantial involvement in the project, and ACYF/FYSB will provide substantial involvement beyond the usual communication such as conference calls and site visits. The SIRC grantees are part of a network of National, Special Issue, Culturally Specific, and Capacity Building Resource Centers providing leadership, training, technical assistance, resources, and support to programs and systems serving victims of domestic violence and their children.

Additional Information on Eligibility
Entities must meet specific eligibility requirements for the Special Issue Resource Center (SIRC), as specified in Section 310 the Family Violence Prevention and Services Act, as amended (42 U.S.C. 10410(b)(2)). Please note that eligible applicants must focus primarily on domestic violence intervention and prevention in at least one of four areas: 1. criminal and civil justice systems (specifically, the response of the criminal and civil justice systems to domestic violence victims, which may include the response to the use of the self-defense plea by domestic violence victims and the issuance and use of protective orders); 2. child protective services and child custody (specifically, the response of child protective service agencies to victims of domestic violence and their dependents and child custody issues in domestic violence cases); 3. health care systems (specifically, the response of the interdisciplinary health care system to victims of domestic violence and access to health care resources for victims of domestic violence); or 4. mental health systems (specifically, the response of mental health systems, domestic violence service programs, and other related systems and programs to victims of domestic violence and to their children who are exposed to domestic violence). Eligibility entities shall be a nonprofit private organization that focuses primarily on issues of domestic violence and that: Provides documentation demonstrating experience working directly on issues of domestic violence; Includes on the advisory board with representatives who are from domestic violence service programs and who are geographically and culturally diverse; and Demonstrates the strong support of domestic violence service programs from across the Nation for the entity’s designation as a special issue resource center. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
