OVERVIEW

Cooperative Agreement Number P15AC00290 was entered into by and between the Department of the Interior, National Park Service, (NPS), and the American Society of Landscape Architects (ASLA) for the purpose of promote the purposes of Title 54 National Park Service and Related Programs and ASLA's undertaking activities requiring the sharing of their knowledge, skills and resources. In 2000 the NPS and ASLA (along with the Library of Congress) signed a permanent Tripartite Memorandum of Understanding establishing the Historic American Landscapes Survey (HALS). This Memorandum states that the unique nature and growing understanding of the significance of historic landscapes justifies independent information about historic landscapes. Also this tripartite relationship is designed to inform the public, assist professionals in making informed management decisions, and to educate and train students, thereby developing future professionals in historic landscape documentation and preservation. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

The Subcommittee on Historic Preservation of the American Society of Landscape Architects (ASLA) is one of their fasted growing Professional Interest Groups. As such there is a growing interest and need within the membership of ASLA to work more closely with the Historic American Landscapes Survey (HALS) to develop prototypes for professional guidance of its members and practitioners. Clark American Battlefield Cemetery and Memorial is located near Manila in the Philippines. The American Battle Monuments Commission (ABMC) has recently acquired the cemetery and requires a HALS physical and cultural history completed to the Standards of the Secretary of the Interior. Such a high profile project is an excellent opportunity for ASLA to work closely with HALS in establishing a quality baseline document to serve such prototype purposes. Historic cemeteries are rapidly becoming highly significant historic landscapes and ASLA desires to promote the highest scholarship in setting these standards. This complex 6 month project will require an onsite visit as well as the extensive research of original records in various archives associated with the history of the historic cemetery and its various managers and owners over its 100+ year history.

RECIPIENT INVOLVEMENT

The ASLA agrees to:

1. Establish a high quality prototype for documentation to the Standards of the Secretary of the Interior as a model of excellence for its membership.
2. Promote the results of the prototype through its Historic preservation Subcommittee.
3. Support the dissemination of information based on the final product for Clark Cemetery, a high quality prototype for HALS history.
4. Cooperate with HALS to expand and enhance the further documentation of historic landscapes based on this pilot project.
6. Utilize the results of this project to identify and develop strategies to record other nationally significant landscapes threatened with demolition or with critical need for documentation.
7. Share resources, facilities, information and scholarly knowledge to enhance the ability of each party to advance the documentation of historic landscape architecture.

NATIONAL PARK SERVICE INVOLVEMENT

NPS agrees to:

1. Work together with the ASLA to undertake documentation of nationally important landscape architecture, such as National Historic Landmarks and the primary historic landscapes of the National Park Service.
2. Cooperate with the ASLA in support of scholars researching American landscape architecture, architecture and engineering in the HABS/HAER/HALS collections. All final documentation created will be available to the public as part of the HABS/HAER/HALS collection housed at the Library of Congress.
3. Participate with the ASLA in developing educational programs and materials based on documentation in the HABS/HAER/HALS collections.
4. Develop and maintain a list of nationally significant landscapes threatened or with a critical need for documentation.
5. Share resources, facilities, information, and professional expertise in landscape architectural, architectural and engineering documentation, to enhance the ability of each party to advance the documentation of historic landscapes.


SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;
(3) Legislative intent The language in the applicable authorizing legislation or legislative history clearly indicates Congress intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;
(5) Emergencies Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

NPS did not solicit full and open competition for this award based the following criteria:

This is a Task Agreement (P15AC01417) under Cooperative Agreement (P15AC00290) in the amount of $50,000.00 with a period of performance from date of award until 06/30/2016.
