Implementation of Sustainable Laboratory Quality Systems in the Republic of Kenya under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose of this funding opportunity announcement (FOA) is to provide technical assistance (TA) to the Government of Kenya (GOK) and PEPFAR implementing partners in strengthening medical laboratory systems for diagnosis, management, and surveillance of HIV, TB and other related opportunistic diseases. Up to five grantees will be selected. Each will work in one of four specific regions (A, B, C and D) covering several counties to support all technical areas described below in each region. Except, the grantee supporting Region A will additionally support laboratory systems at National Public Health Laboratory Services and Ministry of Health (MOH) headquarters. The grantee(s) will: (1) Provide technical assistance to develop laboratory policies and systems for sample handling/processing, laboratory networking, information management, supplies management, human capacity development, biosafety, quality management systems (QMS), and monitoring and evaluation (M&E). Grantees will provide technical expertise and guidance in the expansion of access to quality laboratory services by strengthening, tiered laboratory networks, and specimen referral for CD4, HIV early infant diagnosis (EID), HIV viral load, opportunistic disease detection, TB culture, and HIV/TB drug resistance. (2) Provide technical expertise to implement appropriate blood use and haemovigilance at transfusing facilities through establishment of hospital transfusion committees. (3) Strengthen biosafety, infection control, occupational health and safety, and medical waste management. By the end of the project period, grantees are expected to achieve key outcomes such as: • Increased access to quality HIV and TB laboratory tests. • Increased implementation of laboratory quality management systems through the Strengthening Laboratory Improvements towards Accreditation (SLIPTA) approach with establishment of at least two model SLIPTA laboratories in each county and ISO 15189 accreditation of at least two laboratories in each county. • Increase in the number of laboratories meeting minimum national biosafety and medical waste management standards. • Increase in number of health facilities having a hospital transfusion committee and implementing best practices in blood transfusion.
