Interpretive and Recreation Trails on Tetlin National Wildlife Refuge in Alaska: In Fiscal Year (FY) 2006, The U.S. Fish and Wildlife Service received Visitor Facility Enhancement funds for the improvement and enhancement of Tetlin Refuge visitor facilities to fulfill the Refuge Improvement Act of 1997. These funds are to be used for small construction projects such as docks, boat launches, interpretive signs, kiosks, piers, observation towers, boardwalks, and trails that allow visitors to experience refuges in a more meaningful and efficient manner (as opposed to costly visitor centers). In FY 2004 an amendment to the Fish and Wildlife Act of 1956 (16 U.S.C. 742f(d)(2)(A)) stated: "Notwithstanding chapter 63 of title 31, United States Code, the Secretary of the Interior may negotiate and enter into a cooperative agreement with a partner organization, academic institution, State or local government agency, or other person to implement one or more projects or programs for a refuge or complex of geographically related refuges." Under 16 U.S.C. 742f(d)(2)(B), Projects and programs approved by the Secretary may "(ii) support the operation and maintenance of the refuge through constructing, operating, maintaining, or improving the facilities and services of the refuge;" Through a cooperative agreement, the Service seeks to transfer funds to the recipient(s) in an effort to: foster community partnerships through the support of conservation groups, public service or volunteer organizations, outdoor recreation associations, and other similar entities with a vested interest in the conservation of fish, wildlife, plants and their habitats; build support for Tetlin Refuge programs; and stimulate the provision of basic facilities necessary for fulfillment of the Refuge Improvement Act of 1997, the public's health and safety, and to protect and preserve Federal property at recreation facilities associated with National Wildlife Refuges in the state of Alaska. 1. Reconstruct, repair, rehabilitate, and/or build recreational trails, or portions thereof, within National Wildlife Refuges in the State of Alaska. Unless otherwise specified, the recipient will construct or improve each trail to meet specifications outlined in section 2309 of the U.S. Forest Service Handbook (FSH 2309) and the 1996 U.S. Forest Service Standards and Specifications for Construction and Maintenance of Trails EM-7720-103. 2. Enhance outdoor environmental education, interpretation and recreation opportunities for the public to support Refuge purposes. 3. Educate trail crews about the Services mission to conserve fish, wildlife, plants and their habitats and the appropriate role of interpretive and recreation trails in facilitating fulfillment of this mission within National Wildlife Refuges.
