Local Non-governmental Partnerships for Sustained Country Leadership in Uganda under the President's Emergency Plan for AIDS Relief (PEPFAR): The goal and objectives of the program in Uganda is to improve access of HIV/AIDS services for populations most at risk in Uganda. The objectives are the following: 1. Increase the capacity of local civil society organizations to be engaged and effective stakeholders in government health system planning, implementation, and review. 2. Increase the capacity and accountability of local civil society organizations to identify and address legal, policy, and structural barriers that impede equitable access to high quality HIV services for populations most at risk. 3. Increase the number of service sites that adopt dedicated approaches that offer KP friendly services without stigma and discrimination. 4. Increase the representation of community leaders, PLHIV, and key populations in the governance structures that influence health systems and health services for populations most at risk. 5. Increase the capacity of local civil society organizations to successfully secure and manage diversified funding, via host country government, donors, foundations, and the private sector. The purpose of this FOA is to serve primarily as a supplement for PEPFAR countries to support the development of or strengthening of civil society organizations: faith based organizations, regional or national networks, professional associations, or community based organizations. The intended purpose is to engage civil society in country leadership that will support and advocate for effective health systems that are transparent and reflective of the needs of key populations infected or affected by HIV/AIDS.
