Proposed Fish Screen Feasibility Study: The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to Garden Highway Mutual Water Company, under the authority of Catalog of Federal Domestic Assistance (CFDA)15.512, P.L. 102-575 Central Valley Project Improvement Act, Sec. 3406 (b)(21) Fish, Wildlife, Improved Water Management & Conservation. The estimated total amount of the agreement is $92,146.00 with Reclamation providing $46,073.00 in Fiscal Year 2015. The purpose of Proposed Fish Screen Feasibility Study is to study the engineering feasibility of constructing a fish screen, including estimated costs of construction and annual and long-term maintenance requirements and costs. This agreement is the first phase of the project where information will be compiled on the existing Feather River diversion, a range of fish screen options and diversion alternatives will be developed and evaluated, and the apparent best alternatives for schematic design and cost estimating will be selected. A maximum of three (3) potential alternatives will be developed at a conceptual level only, and cost estimating will be preliminary and for planning-level activities only. A Determination by the Government not to compete this proposed financial assistance agreement based upon Departmental Manual 505 DM 2, paragraph 2.14 (B)(2) & (4) is solely within the discretion of the Government.
