Public Health Emergency Preparedness (PHEP) Cooperative Agreement: This funding program aims to strengthen the capability of state, tribal, local, and territorial (STLT) public health systems to prepare for, respond to, and recover from public health threats and emergencies.Our goal is to enhance readiness to save lives during emergencies that exceed the day-to-day capacity of public health response agencies. Section 319C-1 of the PHS Act authorizes CDC to make awards to up to three political subdivisions that:Have a substantial number of residentsHave a substantial local infrastructure for responding to public health emergenciesFace a high degree of risk from bioterrorist attacks or other public health emergenciesCDC has determined that Chicago, Los Angeles County, and New York City meet the requirements of this provision.The statute also authorizes CDC to make awards to eligible entities that:Have a significant need for funds to build capacity to identify, detect, monitor, and respond to a bioterrorist or other threat to the public health, which will not be met by the formula awardFace a particularly high degree of risk of such a threatCDC has determined that the Cities Readiness Initiative (CRI) local planning jurisdictions and the Level 1 Laboratory Response Network chemical laboratories meet the requirements of these provisions. And, by statute, Washington, D.C., is deemed to meet the requirements for one of these awards.
