San Joaquin Salinity Management Program: The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to the Panoche Drainage District, under the authority of catalog for domestic assistance (CFDA) 15.507, WaterSmart (Sustain and Manage Americas Resources for Tomorrow). Estimated amount: $4,245,000.00. Reclamation proposes to fund this project for the continuation of the development of the Westside Plan and partially implement the reuse components. This agreement will fund activities that will reduce wildlife exposure by eliminating or piping existing drains within the reuse area, construction infrastructure to increase drainage reuse capacity, and fund planting of slat tolerant crops and operation of the San Joaquin River Water Quality Improvement Project (SJRIP) facility. (Refer to the Notice of Intent to Award Announcement No. R11AS20026 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) is solely within the discretion of the Government. In accordance with P.L. 111-11, Section 9502, eligible applicants for Water and Energy Efficiency Grants, System Optimization Reviews, and Pilot and Demonstration Projects for Advanced Water Treatment include: State or Territory agencies or departments with water or power delivery authority, e.g., State departments of water resources, State engineer's offices, and other State or Territory agencies, departments, and boards with water authority; Federally recognized Indian tribes with water or power delivery authority. The term 'Indian tribe' has the meaning given in Section 4 of the Indian Self-Determination and Education Assistance Act (25 USC 450b); Irrigation and water districts; Municipal water or power delivery authorities; Other organizations with water or power delivery authority. The intent of Reclamation is to award to Panoche Drainage District.
