Temperature Control Device (TCD): The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to El Dorado Irrigation District under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.512, and P.L. 105-295, Section 1(b); P.L. 108-137, Section 219; and P.L. 108-361. Estimated total amount of agreement is $24,100,665 with Reclamation providing $3,030,320 in Fiscal Year 2014. The purpose of this agreement is to assist and provide guidance to the recipient on the design and construction of a Temperature Control Device (TCD) that will allow the recipient to withdraw only warmer waters from different elevations in Folsom Lake Reservoir. The TCD is needed to preserve Folsom Lakes cold water pool, intended for controlled releases from the dam, in order to benefit cold water anadromous fish species in the Lower American River. (Refer to the Notice of Intent to Award Announcement No. R14AN20008 for additional information). A Determination by the Government not to compete this proposed financial assistance agreement based upon Departmental Manual 505 DM 2, paragraph 2.14 (B)(2) & (4) is solely within the discretion of the Government.
