Tribal Personal Responsibility Education Program for Teen Pregnancy Prevention: The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the availability of funding in the form of discretionary, competitive grants to Indian Tribes and tribal organizations to develop and implement projects that educate American Indian/Alaska Native (AI/AN) youth on abstinence and contraception for the prevention of pregnancy, sexually transmitted infections, and HIV/AIDS. Projects are also required to implement at least three of six adulthood preparation subjects. The targeted population for this program are youth between the ages of 10 and 19 years, and pregnant and parenting youth under age 21. Tribal PREP program implementation must adhere to the following requirements: Replicate evidence-based programs (using culturally and linguistically appropriate adaptations, as necessary); Substantially incorporate elements of effective programs that have been proven on the basis of scientific research to change behavior; or Substantially incorporate elements or practices from programs that have demonstrated effectiveness within AI/AN tribal communities.

Additional Information on Eligibility
Eligible applicants are Indian Tribes and tribal organizations, as such terms are defined in section 4 of the Indian Health Care Improvement Act (25 U.S.C. § 1603). The term "Indian tribe" means any Indian tribe, band, nation, or other organized group or community, including any Alaska Native village or group or regional or village corporation as defined in or established pursuant to the Alaska Native Claims Settlement Act [43 U.S.C. 1601 et seq.], which is recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians. “Tribal organization" means the recognized governing body of any Indian tribe; any legally established organization of Indians which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of Indians in all phases of its activities. Indian Tribes must be acknowledged by the Bureau of Indian Affairs as federally recognized. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
