University Turbine Systems Research (UTSR): The United States Department of Energy (DOE's) Fossil Energy and Carbon Management Program intends to issue Funding Opportunity Announcement (FOA) no. DE-FOA-0003016 titled “Notice of Intent to Issue University Turbine Systems Research (UTSR)”. This Notice of Intent to Issue (NOI) is for informational purposes only; the Department of Energy is not seeking comments on the information in this notice and applications are not being accepted at this time. DOE will not accept questions at this time regarding issuance of the FOA. Details on how to submit questions and comments will be provided in the FOA, if issued. Any information contained in this notice is subject to change. This Notice of Intent supports DOE's UTSR Program, which encompasses a portfolio of gas turbine-focused university projects which address a wide variety of technical topics, including combustion, aerodynamics and heat transfer, and advanced materials topics, by conducting cutting edge Research and Development. DE-FOA-0003016 is anticipated to be issued halfway through the third quarter of calendar year 2023. If issued, DE-FOA-0003016 is envisioned to have an initial closing 75 days after issuance, and resulting awards are envisioned to have a 36-month Period of Performance and will require a 20% cost share commitment. Guidance on specific application and reporting requirements will be included in the FOA, if issued.
