Waterbirds on Don Edwards NWR: This award is anticipated to be a single-source determination because of technical expertise, support capacity and cost-sharing ability provided by San Francisco Bay Bird Observatory (SFBBO). SFBBO has vast experience and expertise in monitoring and research on Western Snowy Plovers and avian use of ponds in the Bay area. Since 2004, SFBBO has been a key partner in snowy plover recovery. SFBBO has been formally monitoring bird use of the Cargill-managed salt ponds since 2006, but they have been involved in monitoring birds in the South Bay since 1892. Their use of volunteers for many projects creates a significant savings for the Refuge. The agreement provides funding based on continued monitoring of snowy plovers within Recovery Unit 3, and the analysis of legacy data taken on salt ponds in the 1980s. Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. In particular, the Service will be responsible for the following: oversight, management decisions, and field assistance for monitoring and research of snowy plover recovery, project oversight and statistical analysis assistance for the legacy data project.
