Westside Regional Drainage Plan, San Joaquin River Salinity Management: The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to Panoche Drainage District under the authority of catalog for domestic assistance (CFDA) 15.507, WaterSmart (Sustain and Manage America's Resources for Tomorrow) Grants, Omnibus Public Land Management Act of 2009, Title IX - Bureau of Reclamation Authorizations, Subtitle F - Secure Water, Public Law 111-11, Section 9504. Estimated total amount of agreement is $4,200,000.00. Reclamation proposes to fund this project for the continuation of the development of the Westside Plan and partially implement the reuse components. This agreement will fund activities that will reduce wildlife exposure by eliminating or piping existing drains within the reuse area, construction infrastructure to increase drainage reuse capacity, and fund planting of slat tolerant crops and operation of the San Joaquin River Water Quality Improvement Project (SJRIP) facility. (Refer to the Notice of Intent to Award Announcement No. R12AS20013 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
