2006 Chemical and Biological Defense Initiative Fund: The purpose of this Broad Agency Announcement (BAA) is to solicit proposals from degree-granting universities, nonprofit organizations, or commercial concerns to include small businesses, in support of the Chemical and Biological Defense Program (CBDP) to fund chemical and biological defense science and technology projects across a wide-range of military operations. In support of the CBDP mission, the FY 06 Chemical and Biological Defense Initiative Fund (CBDIF)has been established. The CBDIF spans both the Physical Science & Technology (S&T) capability areas and the Medical S&T capability areas. Physical S&T capability areas include chemical and biological detection, individual and collective protection, decontamination, and modeling and simulation/battlespace management. Medical S&T capability areas include pre-treatments, therapeutics, and diagnostics. The goal of this initiative is to explore new and innovative ideas to fill identified technology gaps. The Government is seeking either Basic Research or Applied/Advanced Technology Development projects that addresses one or more of the specific topics that are presented in Section 9 and 10, respectively of the BAA. - Proposals may be submitted to the CBDIF solicitation by degree-granting universities, nonprofit organizations, or commercial concerns to include small businesses. Proposals are encouraged from Historically Black Colleges and Universities (as determined by the Secretary of Education to meet requirements of Title III of the Higher Education Act of 1965, as amended (20 U.S.C. § 1061)) and from Minority Institutions defined as institutions "whose enrollment of a single minority or a combination of minorities.exceeds 50 percent of the total enrollment." [20 U.S.C. § 1067k(3) and 10 U.S.C. § 2323(a)(1)(C)]. Federal laboratories, government agencies and organizations, Federally Funded Research and Development Centers, and academic institutions that are federal government organizations (e.g., Naval Postgraduate School) may not participate in this BAA.
