This announcement is to provide public notice of the National Park Service's intention to fund the following project activities without full and open competition. Continuation Anticipated Length of Agreement 2 ½ years Anticipated Period of Performance 9/21/2011 - 12/31/2013 Award Instrument Cooperative Agreement Statutory Authority 16 U.S.C. §1g CFDA # and Title 15.944 - Natural Resource Stewardship Single Source Justification Criteria Cited The Golden Gate National Parks Conservancy staff has special expertise in regard to Golden Gate National Recreation Area lands and trails, have been involved in the planning and implementation of trail and resource protection for the coastal lands affected and is able to supplement staff for this special international event program. NPS Point of Contact Mike Savidge OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN Modification 1 Activities described in this modification for the 34th America's Cup will meet final requirements of the Section 7 permit with Fish and Wildlife and section 106 of the National Historic Preservation Act, both of which are required conditions for completing NPS's NEPA process. Additionally, specific resource monitoring activities are identified that will occur during the America's Cup races beginning late summer, 2012. In partnership, plan, design, and engage the visitors and the community in understanding resource protection measures and implement these and other visitor support measures through the coordinated efforts of the Incident Command System (ICS), assigned professional managers and GGNPC staff, temporary staff and volunteers. Specific tasks for GGNPC include: Establish Temporary Resource Monitoring & Visitor Use program; Establish Fencing and Signage program; Implement a Parking Management program; Establish and Implement a Litter Collection and Waste Management Program; Event Logistical Support; Work closely with the NPS Incident Command System.
