This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities. ABSTRACT Funding Announcement: H9911110027 Project Title: Beringia Days Support Recipient: Institute of the North Principle Investigator: Nils Andreassen Total Anticipated Award Amount: $82,000 Cost Share: N/A New Award Or Continuation: New Anticipated Length of Agreement: 1 Year Anticipated Period of Performance: April 30, 2011 - April 29, 2012 Award Instrument: Cooperative Agreement/CESU Statutory Authority: 16 U.S.C. §1(g): The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs. CFDA#: 15.944 Single Source Justification Criteria Sited: BACKGROUND: - A brief history of this project. Is this part of an on-going program, agreement, etc? The Institute of the North is a partner that the NPS has worked with before on cooperative agreements and has the necessary expertise, contacts and ability to assist NPS staff in logistics of 2011 Beringia Days Conference to be held September 9 and 10 in Nome, Alaska. The Institute of the North will also lead in organizing travel logistics for Russian and American delegations 1) 505 DM 2 Single Source - Only one responsible source will satisfy agency requirements. - Identify the source and explain why specifically competition is not practical. The Institute of the North is based in Anchorage, has the necessary experience organizing conferences, and has a good reputation as a conference partner. Furthermore, they have experience working with and in Russia, collaborating with different Native organizations, and a vast network of contacts. The Institute of the North is also a bipartisan non-profit organization focusing on the common ownership of lands in the Arctic. They have previous experience working with the Shared Beringia Heritage Program (SBHP). 2) Nature and description of the deliverable required to meet the agency's needs: - Description of the deliverables and the required delivery schedule. One hard copy and print-ready digital file in Word and .pdf format of Proceedings of 2011 Beringia Days Conference. Feedback from conference participants taken from participant surveys by September 30th, 2011 - State the price of the requirement - base year and every additional anticipated agreement period thereafter. Funding in FY 2011 will be $82,000 3) Criteria for justifying award without competition. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria. Please explain which criterion specifically addresses the proposed agreement. The Institute of the North is uniquely qualified to provide organizational support as they have the requisite knowledge and expertise in working with Russians, conducting conferences, and arranging logistics. (As described above) - Unsolicited proposal - The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; - Continuation - The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity. - Legislative intent - The language in the applicable authorizing legislation or legislative history clearly indicates Congress' intent to restrict award to a particular recipient or purpose. - Unique Qualifications - The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications; - Emergencies - Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. Cooperator has the necessary expertise, ability and contacts to perform the selected project. 3. Who are the parties to the agreement? Institute of the North and the Alaska Region, NPS. 4. What is the purpose of the agreement? Assist NPS staff in logistics of 2011 Beringia Days Conference to be held September 9 and 10 in Nome, Alaska. Organize logistics for Russian and American delegations. 5. What are the deliverables expected? Feedback from conference participants taken from participant surveys by September 30th, 2011 6. Explain the nature of the anticipated substantial involvement. What will NPS specifically do to carry out the project? - Provide active participation and collaboration in conference planning and development by the Shared Beringia Heritage Program (SBHP) staff, Bering Land Bridge National Preserve, Western Alaska National Parklands staff, and other relevant NPS program staff. - Work collaboratively with ION to organize conference, events and exchanges during the time the Russian delegation is in Alaska. Provide use of NPS Nome bunkhouse for traveling delegates. - SBHP staff will involve other program and park staffs with subject matter expertise in conference development including selection of speakers and presenters. - Provide narrative and graphic content for invitations, agenda, promotional materials, news releases, and advertising. - Utilize the network developed through the SBHP over the last 20 years. The NPS will outreach within the NPS and other federal agencies (including Department of Interior, Bureau of Indian Affairs, U.S. Fish and Wildlife Service, and the Department of State); State of Alaska (including Department of Commerce, International Trade; and the Department of Fish and Game, Subsistence Management); local governments (including borough and city); NW Native Alaska village councils, village and regional corporations; Universities; and nongovernmental organizations with interest in this area. - SBHP will also assist in and approve all communication with Russia including federal and regional government, indigenous people, academic institutions, and nongovernmental institutions. - Assist in communicating results of the Conference though the SBHP partners network and other NPS programs, and local park units. 7. Why is the substantial involvement considered to be necessary? Substantial involvement from the NPS is necessary to provide expertise, technical assistance, ensure coordination with Russian governmental institutions with which we have relations, to review and approve each stage of the project, and to engage other Beringia partners. 8. Explain why the project or activity entails a relationship of assistance rather than a contract. How will the NPS benefit from this collaboration? The Shared Beringian Heritage Program of the NPS seeks to build partnerships with parties working on either side of the Bering Strait, increasing international cooperation and the conservation of the shared heritage of the region. Therefore, project supported through the program need to be of mutual benefit with substantial involvement from both parties. These partnerships further the NPS program goals of fostering collaboration across research and cultural studies in the region; leading to increased understanding and appreciation of the region; and furthering the goals of international cooperation. 9. What is the public purpose of support or stimulation? Resource stewardship and conservation. 10. Which law or laws authorize granting of assistance for performance of this project or activity? 104-208 Omnibus Consolidated Appropriations Act of 1997. 11. How was the determination made that the costs proposed are accurate and proper?
