NOTICE OF INTENT: FY2017 Implementation of Management Plan: Cooperative Agreement Number P12AC30225 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Utah Heritage Highway 89 Alliance (hereafter ⿿Alliance⿝), the management entity of the Mormon Pioneer National Heritage Area (hereafter ⿿MPNHA⿝) for the purpose of fulfilling Public Law No. 109-338, 120 Stat. 1738. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses on planning, administration, public outreach, media, and demonstration projects that are identified in the management plan for the MPNHA and serve a public purpose under P.L. No. 109-338, 120 Stat. 1738. STATEMENT OF WORK The Alliance agrees to: 1. See Attachment A for Statement of Work items. 2. Complete Section 106 of the National Historic Preservation Act for all projects and subgrants that have undertakings on properties that are eligible or designated on the National Register of Historic Places prior to distributing federal funding to the subgrantee. 3. Complete Section 106 compliance training in consultation with the National Park Service or Utah State Historic Preservation Office. NPS agrees to: 1. Provide advisory, technical and financial assistance to MPNHA regarding the implementation of the management plan. 2. Review MPNHA⿿s list of applicants and recommended subgrants to ensure compliance with the heritage area⿿s management plan and enabling legislation. 3. Provide technical assistance on projects requiring Section 106 consultation, by advising on the appropriate level of effect, reviewing projects for compliance with the Secretary of Interior Standards for the Treatment of Historic Properties, and facilitating consultation efforts between the MPNHA and the Utah State Historic Preservation Office. ATTACHMENT A (PARTIAL APPROPRIATION VIA CONTINUING RESOLUTIONS) FY2017 STATEMENT OF WORK The MPNHA engages in interpretation, preservation, economic development, trails development, administration, planning, development, marketing/outreach, and education within five heritage districts. A. This Task Agreement contains project funding for: CCC/POW Camp Building/Site Restoration Total Project Cost: $50,000 Federal Funding $25,000 Matching Funds: $25,000 This project is phase II of the restoration of historic buildings that served as a CCC Camp facility and later as a POW detention center during World War II. In addition to work on the buildings from that era of American and Utah history, site work will be accomplished. Budgeted items include: 1. Complete internal construction and finish work on three buildings 2. Replace rolled roofing on Building 3 3. Purchase materials needed for guard tower construction and labor for the same 4. Finish landscaping, including proper drainage at the building sits to prevent water damage. 5. Complete walkways to entrances of the buildings 6. Update exterior electrical service for three buildings Panguitch City Main Street Program Total Project Cost: $1,000 Federal Funding: $1,000 Matching Funds: $0 This grant constitutes a small contribution toward the Escalante Arts Festival the Everett Ruess Days. The event includes plein art competition, a speaker series and an arts and crafts fair. Funding will go to speaker fees only. Sevier County Total Project Cost: $4,424 Federal Funding: $2,212 Matching Funds: $2,212 This is a two day event that will tell the story of western heritage through presentations, music, and workshops that include saddle making, livestock branding, cowboy poetry, quilting and Native American presentations. Sevier County is partnering with the following counties: Wayne, Piute, Garfield, Kane, Washington, Iron, Beaver and Duchesne. Funding will pay for room rentals, advertising and speaker fees. Spring City Victory Hall Historic Building Restoration Total Project Cost: $7,000 Federal Funding $3,500 Matching Funds: $3,500 This project is phase II of the restoration of a historic building that is listed on the National Register of Historic Places. Section 106 Review will apply in coordination with Roger Roper, Deputy SHPO Officer, Utah Division of State History. Work includes badly need roof repairs to prevent damage to interior of building. Panguitch Main Street Program Signage Project Total Project Cost: $4,500 Federal Funding: $2,250 Matching Funds: $2,250 The entire town of Panguitch is listed on the National Register of Historic Places. The purpose of funding is to promote heritage tourism via a sign to draw travelers to historic downtown. Monroe Carol Theater Project Total Project Cost: $5,000 Federal Funding: $2,500 Matching Funds: $2,500 This is phase II of a restoration project to enhance a community theater that is used for civic and community events by repairing the roof, doors, and electrical for theater projector. Kanab Jacob Hamblin Heritage Park Total Project Cost: $190,000 Federal Funding: $40,000 Matching Funds: $150,000 Jacob Hamblin was a very important Mormon pioneer, especially in his efforts to work with Native Americans. The heritage park will serve heritage tourists and the community at-large. Discovery Road TV Series and Utah Education Network Total Project Cost: $43,726 Federal Funding: $21,726 Matching Funds: $22,000 This is an on-going TV series that centers on shows that convey Mormon Pioneer heritage. Funding includes research, writing, archival acquisition, camera and lighting packages, audio, ancillary equipment, editing and post production. Marketing Total Project Cost: $19,084 Federal Funding: $9,667 Matching Funds: $9,417 Marketing, including social media and website marketing, press releases, distribution of materials, travel planners and other materials, Heritage Bike Tour Program. Administration and Management Total Project Costs: $41,481 Federal Funding: $27,145 Matching Funds: $14,336 Preparation of annual work plan. Development and implementation of budget, identification and preparation of grants, grant management and coordination with Easter Seals assigned employees, creation of partnerships to provide working space, telephone, computer and office equipment. Work with five heritage districts, six counties and 27 communities. Includes Roper CPA fee. Total Federal Funding $135,000 Total Match Contributed $231,215 (Only $135,000 in match required via CR1-2) Total Project Budget Costs $366,215
