Eligible applicants that can apply for this funding opportunity are listed below: . Public nonprofit organizations . Private nonprofit organizations . For profit organizations . Small, minority, and women-owned businesses . Universities . Colleges . Research institutions . Hospitals . Community-based organizations . Faith-based organizations . Federally recognized Indian tribal governments . Indian tribes . Indian tribal organizations . State and local governments or their Bona Fide Agents (this includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau) . Political subdivisions of States (in consultation with States) A Bona Fide Agent is an agency/organization identified by the state as eligible to submit an application under the state eligibility in lieu of a state application. If applying as a bona fide agent of a state or local government, a letter from the state or local government as documentation of the status is required. Place this documentation behind the first page of the application form. Other Eligibility Requirements:  Any eligible applicants MUST have the following on their proposed team to be eligible to apply for this program: o researchers who have developed effective, science-based HIV behavioral interventions; o a researcher (at minimum 10% time involvement) who developed the intervention proposed for packaging; o persons with experience using key documentation, such as protocols and other study materials, to conduct HIV behavioral interventions; o persons with expertise in curricula and package development including editing and proofreading drafts. If agencies are interested in applying for funding under this announcement and do not have the above qualifications, they are encouraged to partner with an eligible entity, combine their capacities, and submit a joint application. The lead applicant must conduct at least 50 percent of the programs activities. The additional eligibility criteria are necessary to ensure the successful conversion of effective, science-based HIV prevention interventions into everyday language within the two-year time frame. Without these qualifications--research experience developing or implementing the HIV behavioral intervention proposed for packaging, experience using key documentation, such as protocols and other study materials, to conduct HIV behavioral interventions, or expertise in curricula and package development--an applicant will not have the experience necessary to successfully convert documents into everyday language and package an effective science-based HIV behavioral intervention in two years.
